Gradiška municipality received OSCE certificate for UGOVOR project and MAP project


Image descriptionOn 2 of June 2008, mayor of Gradiska municipality , Nikola Kragulj received certificates for successful implementation of project UGOVOR (all 5 modules) and successful implementation of local administration reform project by Arlet Stojanović-OSCE project manager.Cooperation between Gradiska municipality and OSCE Mission in BiH started in October 2004 when first evaluations were done and priorities were defined as well as goals and deadlines of reform.
After that, in March 2005, MoU were signed and municipality undertook duties to achive standards planned by project UGOVOR:.

Certification procedure included three years with aim to strength connections between local governance and citizens as well as to reform it in financial and organizational sense.

Basic principle of Gradiska municipality was achieving of better cooperation and communication with citizens in order to functioning in best way for citizens. Gradiska municipality established mechanisms which will ensure continual analysis and improving of local governance with more transparency, responsibility and to strength dialogue and partnership with citizens.

Five modulus of UGOVOR project were implemented successfully and by that way all technical and normative requests were satisfied in the light of commitment to the citizens. Having in mind that implementation of Law on free access to information on local level is first step towards work publicity increasing and citizens stimulation to work with local authorities by asking them for more responsibility , Gradiska municipality had created all necessary documents in order to meet citizens with their own rights based on law mentioned.

Code of Ethics was introduced as important step for strengthening responsibility of elected representatives and Ethics Board will monitor its implementation. Process of strategic planning is being implemented with great citizens participation and the leader of process is Commission for municipal development planning.

All mechanisms for systematic revision of Statute and Rules of procedure were established. Partnership strategy , adopted on 27 of December 2005, presents document that supports role of civil society as partner in programs and projects of local authorities.

In the previous period, Gradiska municipality made close contact with users of its services which resulted of having of modern Centre .. By this way, citizens have all at one place.

Centre has got 13 info-desks where all competitive persons form municipal departments have their seats in order to serve to citizens. There is also bank desk where one could make payment of all taxes which is on the side of citizens time save. There is also insurance desk. Local authority recognized importance of human resource management and as result of it, there are many changes in employment structure .There are 6 office apprentices and 18 voluntaries and they have own mentors. By this way, municipality takes care of Youth population in order to develop their skills for future work. New position in municipality is human resource manager, intern procedures has been institutionalized and all have equal access to trainings

Having in mind importance of public involvement into budget planning process and budget realization process , all citizens, M and NGOs are actively involved on the way to submit their requests , proposals for financing or during public discussion.

Municipality has also integral budget-accounting software which makes possible for all employees to follow budget state at any time.

Currently, there are preparations for transfer on safe deposit dealing system .All financial means are disposed in harmony with budget plan. Budget documents has been created very simple in order to be understandable for all citizens.

All activities implemented on improvement quality service plan got very positive critics by users.

Many inquires had been implemented in order to have picture of citizen satisfaction with administration service level. Last inquire (May, 2008) shows that . 74% of citizens are satisfied with administration services.

At the end, it is very important to say that Gradiska municipality is on the way to become an modern, transparent and in citizen service Cente.
